In 2008, the Maritime Safety Committee of the International Maritime Organization (IMO) adopted the Code for the Investigation of Marine Accidents and Incidents (CIC Code), introducing a new regulation 6 in chapter XI-1 of the SOLAS Convention and making the Code mandatory for the investigation of accidents in international navigation.

In spite of the legislation being applicable only to SOLAS ships, nothing prevents its procedure, given the scientific research methodology that it contains, to be used for any accident.
The primary purpose of an accident safety investigation is to identify the causes, disclose them and develop safety recommendations to prevent recurrence.

It differs from the Survey on Navigation Accidents and Facts (IAFN) - Brazil - in that it does not have the objective of pointing out those responsible, which contributes to a greater collaboration of those involved in determining the root cause.
This makes its conclusion faster and, with that, the adoption of preventive measures can be implemented in a shorter period, avoiding new similar accidents.
Still, the investigation independent of that carried out by the Maritime Authority makes it possible to prepare evidence to challenge administrative or judicial decisions, and even to subsidize the annulment or reduction of the consequences of these processes through the Expert Technical Assistance that it offers to the lawyers of the parties involved.
